XMM-Newton SAS: Patch 7.1.0

Package Release Notes for patch to SAS 7.1.0

The special extension name PRIMARY was being handled incorrectly. Now handles all blocks equally.
Improved test harness.

Now correctly handles rotated ellipses, previously the rotation angle was ignored.
A change in the way in which bad pixels,columns and chip gaps are calculated.

The new technique uses a 1 arcsecond resolution grid which has the following implications:

The BACKSCAL value for MASK regions can now be correctly handled.
Complicated regions such as areas with many excluded circles in some cases had problems with the BACKSCAL calculation; these should now be ok.
The BACKSCAL value is in general more accurate than with the previous method and tends to be ~1% higher than before.
Execution time has increased.

In src/epreject_mod.f90, prevented PHA values from going negative if illegal values in master offset are encountered; corrected error in soft flare screening code.

In src/omgextraction_mod.f90, fixed a bug that could result in a crash of the task when processing crowded fields (SSC-SPR-3700); restoring the omgsource flag when extracting the target spectrum: in the case when omgrism is called from the interactive tool omgsource the target spectrum shouldn't be extracted (fixing the SSC-SPR-3702).
In config/omgrism.par, added a parameter enabling the output of an additional region file that contains newly detected point-like sources (zero-order features).

Modified to be able to process single readout node data even in the presence of "duplicated events".

Documentation updated. Update the entrystage and finalstage parameter values.
