The respective implementation priorities of the Open and the Guaranteed time programmes have been adjusted several times since launch by the Science Working Team. At its December 2001 meeting, the Science Policy Council (SPC) of ESA recommended to accelerate the completion of the the Guaranteed Time programme. The current priorities have been set accordingly to 70% and 30% for the Guaranteed and Open Time, respectively.
